An Ordinance of the Village of Villa Park, DuPage County, Illinois, Amending Chapter 14, Motor Vehicles and Traffic, of the Village of Villa Park Municipal Code
The Village of Villa Park Traffic and Safety Commission voted at its meeting on November 1, 2022, to recommend adoption of an ordinance amending Chapter 14, Motor Vehicles and Traffic, of the Village of Villa Park Municipal Code. This ordinance proposes changes to parking restrictions on the North Avenue Frontage Road located on the south side of North Avenue (Illinois Route 64) between Joyce Avenue and Kramer Avenue. In addition to the Traffic and Safety Commission, the village's Fire Department, Police Department, and Public Works Department recommend adoption of this ordinance.

The property owner of 1033 N Villa Ave, APK Holding, LLC, is seeking Annexation of two (2) small parcels into the Village (03-34-119-001 and 03-34-119-006), a subsequent Zoning Map Amendment from the Residential Single Family – 10,000 Sq Ft district (RS-10) to the Light Industrial district (M-1), and a Plat of Consolidation to create a single Lot. The Planning and Zoning Commission held a public hearing on January 12, 2023 where they recommended approval of the request 7-0.

An Ordinance of the Village of Villa Park, DuPage County, Illinois Approving and Authorizing the Publication of a Revised Official Zoning Map for the Village of Villa Park
Each year the Village is required to publish its Zoning Map by March 31. There were not any ordinance approvals in 2022 that resulted in a Zoning Map Amendment. The 2023 Zoning Map has updated colors for each zoning district, the legend has been reorganized, and parcel lines and adjacent municipalities have been added for clarity. Staff recommends approval of the 2023 Zoning Map.
Resolution of the Village of Villa Park, DuPage County, Illinois, Approving an Engineering Services Agreement with Strand Associates, Inc., of Joliet, Illinois, for Phase II Design Engineering of the Biermann and Myrtle Improvement Project in an Amount Not to Exceed $257,000.00
The Biermann and Myrtle Improvement Project is proposed in the Village of Villa Park's Capital Improvement (CIP). The project's objective is to improve the condition of the roadway and water system capacity and reliability through selected street improvements and the replacement of the existing water main. The project's engineering design is budgeted for CY 2023, and staff would like to proceed with the design efforts. Staff recommends approval of an engineering services agreement with Strand Associates, Inc., of Joliet, Illinois, for Phase II design engineering of the Biermann and Myrtle Improvement Project in an amount not to exceed $257,000.00. Funding for this agreement will be from the Street Improvement (Referendum), Water Supply, and Wastewater (Capital) Funds.
This item satisfies the Village's Short-Term Complex Goal #1 Continue using an aggressive infrastructure replacement/development plan that covers sewers, water mains, streets, etc.
Resolution of the Village of Villa Park Authorizing the Execution of An Agreement Between the Village of Villa Park and Houseal Lavigne Associates, LLC, for Professional Consulting Services for the Villa Park Comprehensive Plan in an Amount Not to Exceed $149,505.00. Funds in the amount of $150,000 are budgeted in line item 10.514.00.292 for CY 2023 to complete this update. Staff recommends approval of this resolution.

Resolution of the Village of Villa Park, DuPage County, Illinois Approving the Proposal and Authorizing a Waste Collection Agreement with Lakeshore Recycling Systems (LRS).
The Village's current contract with Lakeshore Recycling Systems (LRS) is set to expire on June 30, 2023 At the Village Board's direction following the November Committee of the Whole meeting, Village staff engaged LRS for a contract extension. The more significant change with this extension is for the implementation of the cart program for refuse and recycling. This contract provides that LRS is responsible for providing each serviced dwelling unit with one 95-gallon cart for refuse and one 65-gallon cart for recyclables. Staff recommends the Village Board approve the resolution authorizing extension of the Waste Collection Agreement with LRS for an additional 5-year period beginning July 1, 2023, and ending June 30, 2028. Staff recommends approval of the resolution.
